현 한국 정부의 북한인권운동 억압에 관하여:
아래에 서명한 우리들 개개인은 모두 대한민국과 미국 사이의 우호 관계와 강력한 동맹을 중요시하는 사람들입니다. 하지만 우리는 현 한국 정부가 북한 주민들을 구출하고, 교육시키며, 보호하고 그들이 더욱더 향상된 삶을 살 수 있도록 도움을 주고 있는 북한 인권운동 단체들의 북한 인권운동을 억압하는 행동을 자행하고 있는데 관하여 진심으로 우려하고 있습니다.
우리들은 리차드 닉슨, 제럴드 포드, 지미 카터, 로널드 레이건, 조지 H.W. 부시, 빌 클린턴, 조지 W. 부시, 버락 오바마 등 미국의 전 대통령과 도널드 트럼프 현 대통령 아래서 미국의 역대 민주당 및 공화당 행정부에서 일하였던 사람들이며, 동시에 미국의 여러 정치적 성향들을 망라하는 다양한 비영리단체(NGO)들을 대표하고 있는 사람들입니다.
우리를 단합시키고 있는 공통된 관심사는 다음과 같은 한 가지입니다. 즉 북한 주민들의 인권을 지켜주는 것이 특히 대한민국과 함께 국제사회의 책임이라는 것입니다. 2014년 2월 유엔 북한인권조사보고서가 지적한 것처럼 “조선민주주의인민공화국 정부가 명백하게 이 의무를 이행하지 않았기 때문에 조선민주주의인민공화국 주민들을 인류에 대한 범죄(Crimes against Humanity)로부터 보호하는 것은 국제사회의 책임”인 것입니다.
유엔 북한인권조사위원회는 특히 중국과 그 밖의 관련 당사국들에게 “국제적 ‘강제 송환 금지’ 원칙을 존중하고 이에 입각하여 어느 누구도 조선민주주의인민공화국으로 강제 송환하는 것을 중지” 며 “모든 국가들과 단체들 및 관련 기업들은 북한 정권에 의한 인권 유린 행위를 기록에 남기며 접근이 가능한 모든 정보를 북한 안으로 방송하는 노력을 포함하여 조선민주주의인민공화국의 인권 상황을 개선하는 일에 종사하는 민간사회단체의 활동을 보다 적극적으로 지원하는데 참가하라”고 촉구한 바 있습니다.
한국의 과거 정부들과 달리 귀 정부(문재인 정부)는 2명의 북한 주민을 위험이 기다리고 있는 북한으로 강제 송환했을 뿐 아니라 북한 내의 인권 상황을 개선하고 남한에 도착한 탈북민들을 보호하기 위하여 애쓰는 시민 사회 단체들의 활동에 대한 모든 지원을 중단하고 더 나아가서 그 같은 지원을 억압하는 특단의 조치를 취한 바 있습니다. 또한 지난 7월에 있었던 25개 북한인권운동단체들에 대하여 사무감사를 실시하고 이에 더하여 64개 인가된 비정부단체에 대해 문서 기록 제출을 요구하겠다는 한국 정부 통일부의 발표는 오로지 북한인권운동단체들만을 대상으로 했다는 점에서 특히 공포심을 불러일으키는 협박행위였습니다.
우리는, 한국인들에 대한 존경심을 가지고 있는 미국 시민들의 입장에서, 귀국 정부의 정책을 재검토하여 다시는 북한인들을 위험이 기다리고 있는 곳으로 강제 송환하는 것을 중지하고 북한인권운동단체들을 협박하고 괴롭히지 않을 뿐 아니라 그들이 북한의 인권 향상 노력을 계속할 수 있도록 지원하는 방향으로 귀국 정부의 정책을 수정해 줄 것을 정중하게 요구합니다.

RE: Oppression of the North Korea Human Rights Movementby your administration
We the undersigned are writing you today as individuals who greatly value the friendship and the strong alliance between the people of South Korea and the United States of America, but we are deeply troubled by the actions of your administration aimed at undermining the North Korea human rights movement by targeting all the major organizations that work to help rescue, educate, protect and/or improve the lives of North Koreans.
We represent individuals who have worked in the administrations of both Democratic and Republican Presidencies including former Presidents Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush, Barack Obama, and Donald Trump, and represent non-governmental organizations that span the political spectrum in the USA, but we are all united with this concern: it is the responsibility of the international community, especially the Republic of Korea, to uphold the human rights of the people of North Korea. As stated by the UN Commission of Inquiry on Human Rights in the People’s Republic of Korea (February 2014): “The international community must accept its responsibility to protect the people of the Democratic People’s Republic of Korea from crimes against humanity, because the Government of the Democratic People’s Republic of Korea has manifestly failed to do so.”
In particular the UN COI recommended that China and all states: “Respect the principle of non-refoulement and, accordingly, abstain from forcibly repatriating any persons to the Democratic People’s Republic of Korea” and “that States, foundations and engaged business enterprises provide more support for the work of civil society organizations to improve the situation of human rights in the Democratic People’s Republic of Korea, including efforts to document human rights violations and to broadcast accessible information into each country.Unlike prior administrations in South Korea, your administration took the unusual step to forcibly repatriate two North Koreans to conditions of danger and has not only ended all support but discouraged support for the civil society organizations that work to improve human rights in the DPRK and advocate for defectors in South Korea.
The announcement in July by the Ministry of Unification that it would conduct office inspections of 25 North Korean human rights and resettlement civil society organizations and demand an additional 64 accredited non-governmental organizations submit documentation is a chilling form of intimidation as they were all clearly targeted simply for their North Korea human rights work.
We respectfully request, as Americans who have a great respect for the people of Korea, that you reconsider your policies and do not again forcibly repatriate North Koreans to conditions of dangerand that you review your policy of intimidating and harassing North Korean human rights organizations and instead help support their efforts to promote human rights for North Koreans.
